Harbour which has not been surveyed for the past 14 years.
It is known that many changes have taken place since the

last survey, and to facilitate the future consideration of
the subject of dredging I am addressing Admiral Sir Cyprian
Bridge with a view te a new survey being undertaken by His
Majesty's Navy.

I concur in your view that Shipping might
be further taxed in order to provide in some measure at least
for the cost of harbour improvements, but I submit that for
the reasons stated above the question of what form those im-
provements shall take is not yet ripe for consideration.

With regard to the improvement of the
lighting of the Harbour, you will have observed that it has
not been found possible to include in the Estimates for 1903
any sum for that purpose.
